Lisbon treaty or the reform treaty.

For now it is referred to as Reform Treaty, which in other ways substitutes the European constitution. After the refusal of the French and Dutch to the European constitution, that would limit the legislative action of the States, inducer its sovereignty and independence limitations. But even after these failed attempts the EU, wants to implement a treaty that will strengthen the European federalism, and the submission of the poorest countries to the centred power of Brussels, commanded by the United Kingdom, France and Germany in close association with the United States. In a Europe more and more federalist, increase the threat to the sovereignty of countries like Portugal. But if it thinks that the great Portuguese capitalist groups will get profits from this, they are totally deceived, since Portugal is a small country, even those will be put way, Europe began conquering ferociously the European market and for that taking control of the States and its politics. The great economic groups will establish, contributing for the disrespect against the proletariat and for the escalating of social injustice. With this new treaty the EU it will acquire greater power around the diverse States and we will see the attempt of allotment of the world between the United States and an EU commanded by the great capitalist groups. It will occur a quest at running steps for armament, a common military politic, the replacement of diplomacy by war, where only three or four countries will get profits remains the other 24 countries violated on its economy and sovereignty.

The role of the State on education.

Again the Minister of the Education presents us another Socratic [relative to the Prime Minister, José Sócrates] speech saying that the government has done an important step in the consolidation of education in Portugal. After the commercialisation of the education, the Socialist Party’s government, affirms wanting to duplicate up to 2009 the students enclosed for the pertaining to school social share, according to the minister, the majority of the students did not enter to secondary school due to economic reasons and the maladjustment of the offers in education. Promising, the engorgement of the number of technological and professional courses, and with more supports to the scholars.

A speech already pronounced by the PSD some years ago, and even by other socialist ones. Since when have the students and teachers to listen that speech? In Portugal education is badly, in pedagogical terms and on the courses offered, wrong methods of education and programming, associated with economic lack in one of the poorest countries of Europe, causing weak progress and school abandonment. It is an adverse situation for economic growth. In this case we can affirm that, in the education, the State takes negative mark in this matter, as well as in other areas. The government of José Sócrates, expresses implement a simplification plan based on new technologies, as the simplex becomes a little complicatex, for the majority of the population, it is not possible a country to progress economically, socially and intellectually, with an educational system as the one that subsists in Portugal. The State vainglory himself with measures that supposedly promote the technological advance, but the true is that farmers are obliged to ask for supports on the Internet without the majority has seen a computer, generally the presumption advance on the use of technology contrasts with a bad school progress.

The State cancelled its duties concerning the guarantees of the future generations and of its education, in a country where the per
capita income is the lowest of the Western Europe, the families have to spend about 500 Euros (337,70 Pounds Sterling) for education, if it has one child on school age, the subsidies re scanty and the school books are authentic assessments publishing companies, therefore it doesn’t allow its use for other years.

The State must guarantee: a gratuitous education to all learners, regarding to school fees, school stuff and school books. A standard sated education based on critical thought in detriment of the pure and simple memorization. Where the programs will not constantly change, this is the stabilization of education and its gratuitously. The State must still support programs of research and development in the scope of the universities, being able from that making good use of the possible advances in the different academic areas. The State engaging on sciences is not only contributing for formation but also for the technological promotion in Portugal.

To see all these measures in effectively, the State must set to work, running to modify abusive behaviours from the capital in the short-term, performing a total reform of the education system in the long-term, centring, supporting and guaranteeing gratuitous education to the population without secondary costs. Instead of making dogmatic repetitive declarations of that it is in reality doing something.

Economy

Nowadays, the world is conducted by the producers, deliverers and consumers interaction, done in the market, not the building but in the transaction itself, where buyers and sellers cross its interests, the society tends to disdain the currency even desiring to have it and so, everything that regards the economy is seen as something that provides the wealth to ones in detriment of others. But the economy while science is much more of what it may look like, the what the society has bad it injustice on the distribution, it is not the economy that emanates it, it is the economic system. Consequently, we can refer currency history, since the beginning the Mankind always had necessities and always had to satisfy them, being the Humanity a social species, organized by living in a community, Humanity learned to live in a community subjected the general rules of the society where individuals are inserted, so far so good. The first communities had become sedentary and developing new activities, improving both haunting and agricultural techniques, for that, new tools were necessary, later the mankind was perfecting itself and by now new activities not connected to the food attainment. This was the beginning of the exchange on the community [Good -Good]. In a more advanced phase the volume of given objects services were being paid, exchanging goods (any object) and services, more and more times was impossible to satisfy so much variety of interests, because after all, to obtain a certain product it is not enough going directly someone that can supply it was necessary that who also supplied the product would want what we had to offer in exchange. The Humanity “learned” that if a good was widely accepted, would not be necessary to have a total agreement of interests. For this job valuable goods were used as the salt among others finally precious metals have been put in charge of this task, this was the indirect exchange [Good - Money - Good]. From this, the currency follows its own history. Now, each one of us whom participate in the process make an indirect exchange, goods are produced and sell (exchange for money) and with the profit other goods are purchased (exchange of new goods for the profit’s money). In other ways, we now are increasing the use of other forms of many whose are not metallic currency, we now use credit and debit cards, checks electronic transferences, etc., but the essence continues.

After this brief description of this inevitable procedure we can find two effective systems in the world, that seat both in the exchange, the capitalist system, and the communist system.

In the capitalist system the individual that has more resources obtains even more capital for itself and attract more influence, as the distribution is not controlled, frequently the companies, as a bigger and very strong consortiums than a singular individual, controls the most important sectors, maintain advantage in is will against the proletariat, by those ways: the companies are limited and the workers much more, if one protests against lower salaries, another one in worse conditions will appear, even keeping receiving lower salaries, but it is always better than nothing. The capacity of the great economic groups is so overwhelming that in a short time they control the media by becoming its proprietors and next controlling the State, stifling more the lowest stratus of the society, depriving them of an audible voice in the media and removing their State’s protection.

In the communist system, the State is the great proprietor, being the State the social representation, does not have an owner. The private propriety is controlled, so, great private groups formations are prevent, as so as, accumulation in a same individual of great amounts of capital, the wealth is distributed by the State not by the resources accumulated by individuals, only, for its necessities, thus it is prevented that who has more money receives more than who has less, State usurpation is prevented, as so as, that the individual can be subject to the pressure of the corporations, the State monopolize the great capital an so doesn’t benefit anyone, and nobody holds the sufficient economic power to control the media or even the state. Remaining the impartial criterion of the State that everyone is equal, as it is provided in democracy [dictatorship of the proletariat].

The so famous concept of dictatorship of the proletariat, in my opinion, is a wrong concept, therefore the State and democratic experience needs a multi-party system parliament, as form of enrichment of its proper experience, and I think that no communist party that gain the elections would go try to implant a dictatorship.

European Federation

At the beginning the European continent was a vast territory that comprehended multiple peoples and customs, the civilization expanded from the valley of the Tiger and the Euphrates and had already created centres and other cultures, like the Egyptians, the Phoenicians, Hittites, Greeks and Romans, etc. we know the in the ancient Greece the cradle of the western civilization, and of the democracy (Demos = People, Kratos = Power), even with some limitations, the Roman Empire, creates the so well-known Pax Romana and the Ivs Romanvm (The Roman peace and the Roman Right), which are the basis of all western legal systems, the Roman Empire expands himself through the continent. Centuries later the European superpowers, first Portugal and later other nations conquer other territories and overwhelm other cultures on the entire world. Therefore setting sail from small countries in Europe, some possessions in America, Africa and Asia are created. Vast possessions in territories excluding the Russian Empire, China and India, and some countries in Asia, all the States of the world are results of those possessions, thus, there are more different types of customs in the Europe per acre than in the American continent. The Europe became hostage of its proper expansion. Doubt concerned that the United States of America, Russia (that got its size due to inexistence of inhabitants in its vast territory, who still today unexplored in several areas), Brazil and some other states that appeared in the XIX and XX centuries, gain a great influence around the world than an European singular State. The American States had been developing themselves, while in an almost pressed Europe with this miscellany of peoples and States, reigned the mistrust climate where some countries threatened and invaded others, throughout times the wars had been successive, since ancient times the kingdoms fight each others, case of France and England, the pretension of Spain for an annexation of Portugal, the Napoleonic wars, and more the technology was becoming better, more better was becoming weapons. In the XX century, another two conflicts took place showing this exactly issue, technology increases and Europe was destroying itself. The war climate was so intense that the continent did hold it inside borders, and become world-wide. The first and second world-wide wars had had beginning in Europe.

By the end of the conflict, two lessons would take off; the first one was that Europe was destroyed by the war again, the second one is that Europe was anymore the centre of the world, the world-wide hegemony left being in Europe, other two huge States emerged and were completely adverse, in one hand The United States, and its capitalist system, and in the other hand The Soviet Union and the communist system. Two different worlds, where the peace was achieved by the fear, and the suspicion of a third world-wide war, a nuclear war. In the middle of this confusion was the Europe, the difference is that after many centuries of world’s domain, Europe watched impotent the role of the events. Between Pro Soviet and Pro American military organizations, the European States had definitively breached with the old habit to enter in war and had decided to debate between themselves, what was the real European influence in the world.

Only an union between the different states could increase the Europe’s power of influence, these were the first basis of the EEC, in the mutual aid for the reconstruction and development of the European states, after losing the world-wide hegemony, today the EU, is an important organization at international level, even after the collapse of the USRR which provoked the rising of an single superpower, The United States of America. It is the European Union that in many cases can stop U.S.A. of acting as it their only will.

However, the EU left being the type of organization when it was founded, nowadays it is undeniable that The United States withhold influence on it and the EU almost function as an instrument of market and for the capitalism, the smaller States although being able to express its opinion freely, do not have the same force than others, the power is basically at the hands of England, Germany, France and Italy, the populous States and richest. The EU as the risk to overwhelm the independent States, in a Federation of States, whose capital will be in Brussels and the centres of decision, in London, Paris, Frankfurt and Berlin. Such step did not only happen due to the negative countersignatures on the European Constitution referendum, this constitution would imitate the legislation of the States and transform smaller States as Portugal and others in a mere pawns of chess set of the European Union.

The European Union must continue being an cooperation an mutual aid organization at diplomatic and economic sphere, where each State as the same value as others states.

Euskadi Ta Askatasuna – ETA

    Portugal starts to have greater visibility in the news outside borders and for the worse reasons, although the presidency of the EU, the notice that has been feeding the international media about Portugal is the Madeleine case, and now is the eventual ballot of the ETA operating in Portugal. The ETA is a terrorist group that intends the independence of the Basque Country, as well as some other Spanish territories, the Basque Country tries to reach independence face to the kingdom of Spain, however, it uses the fear and the terrorism as form of their expressing. The major question is the following quandary; will sometime Spain and France give de independency to the Basque territories (Heuskal Herria)? The question is not so simple as it seems, with effect all the peoples has the right to its self-determination, but to yield before a terrorist organization is an act of great risk, therefore it incites the resort to the violence as means to reach the objective. Other perspectives must be analyzed, in the Iberian case, an eventual separation of the Basque Country will be, primarily, the appearance of a third State in the Iberian Peninsula, which in the optic of some sector is serious, therefore the Iberian Project become more far of its conception, but Portugal would stop being the small country opposite the giant Spain, Portugal could even get some shares in this eventual separation, co-inhabiting in the peninsula with another State. In other perspective, Spain is not interested on an eventual separation of this territory, first, means the cession to a terrorist organization, on the other hand, Spain is since the Catholics kings, an union of territories as is the case of the old Kingdom of Galicia, this leads to the question if it won’t have other peoples the right to question the power of Madrid? Could the Autonomous States be an attempt to keep the Madrid’s domain? Already exists some Galician movements that intend a separation from Spain, being able to establish a fourth state in the peninsula or become part of Portugal, which they had a linguistic ties uniting the Portuguese and the Galician. The separation of the Basque Country from Spain will lead to the disintegration in the context of the Hispania as an aggregator element of diverse cultures. On the other hand, the fighting ETA can foment the nationalism and increase new waves of attacks that take the life of innocents. Madrid must try the diplomatic way, to deal with this subject, in the direction to grant independence, without however showing cession on the ETA’s attempts, Spain could even reclaim the disarmament of ETA organization in exchange. For Portugal supporting those who want to get rid from the Spanish domain, so that could take off important shares on both diplomatic and economic levels, the Basque Country and later Galicia they could be important allies for Portugal in the Iberian context, balancing the power in the Iberian scene. But I underline that cannot, in any way, seem a support of terrorism.
